PROBLEM TO BE SOLVED: To provide a collagen solubilizing agent which satisfactorily holds the moisture-retaining property being inherent in collagen, and, in particular, stably solubilizes an unmodified water-soluble collagen at a pH of 5.5-8.5. SOLUTION: The collagen solubilizing agent comprises arginine (A) and/or a salt (A') thereof, and an acylarginine ester (B) expressed by general formula (1) and/or a salt (B') thereof. In the formula, R<SP>1</SP>is a hydrogen atom or a 1-21C monovalent hydrocarbyl group which may contain a heteroatom; and R<SP>2</SP>is a 1-21C monovalent hydrocarbyl group which may contain a heteroatom.
