<P>PROBLEM TO BE SOLVED: To provide a watt-hour meter, reducing dissipation of data even when unsuitable high voltage such as thunder or surge is applied. <P>SOLUTION: In this watt-hour meter, a service current and a service voltage used by a consumer are converted to 1-bit digital data by modulating parts 107, 108, 109, 110 including a delta-sigma modulator, and then the data is transmitted using a light signal by transmitting parts 112, 113, 114, 115, and the data transmitted by the light signal is received by receiving parts 117, 118, 119, 120.
