PROBLEM TO BE SOLVED: To provide an OFDM receiver using fractional sampling, the OFDM receiver using a synchronization method having less errors. SOLUTION: An initial phase is selected from among frequency responses corresponding to a plurality of initial phases so as to maximize a response in a subcarrier to be a minimum response. A channel evaluation means 15 examines frequency responses in each initial phase about a training symbol being a known signal. A sample point selection tool 16 selects an initial phase so as to maximize a response in the subcarrier to be a minimum frequency response.
