PROBLEM TO BE SOLVED: To provide a power take-out device of placing emphasis on the expansion of an input-output difference by making wind power act, by constructing a rotary body by using a deformed blade. SOLUTION: Wind pressure increases in proportion to a square of a wind speed, in principle. A device is provided for rotating the rotary body by wind power sucked in by housing the rotary body constructed by 2-40 deformed blades in an air duct together with a ventilating fan to achieve this principle. Lift of the respective blades is changed to torque by blowing-through of air sucked in between the blades, and a concentric ring is added to the inside and outside of the rotary body, and the input-output difference is expanded by imparting inertia of pulling powerful rotation long, to thereby take out electric power or torque not less than electric power inputted to the ventilating fan.
