<P>PROBLEM TO BE SOLVED: To prevent document from being mixed with other document when a file is subjected to an impact or the like, fixation of the document on the file is released, and the document is scattered when a person in charge carries the document, and to specify the document, the person in charge who carries the document, and a timing in which the document is stolen or lost when the document is stolen or lost. <P>SOLUTION: A radio communication file 20 to be carried maintains a state that a file body 21 and the document are integrated not to separate them by a lock part 22 until the document reaches a place to be carried.
