PROBLEM TO BE SOLVED: To restore a power circuit breaker without bringing danger to a tenant himself. SOLUTION: When supply of electricity to a dwelling house is stopped due to tripping of a power circuit breaker 2, a detector 3 detects it and outputs a contact signal. A dwelling house controller 4 generates and outputs, upon input of the contact signal, a call signal to a management room device 10. The management room device 10 reports, upon input of the call signal, the tripping of the power circuit breaker 2. According to this, when the supply of electricity to the dwelling house is stopped by the breaker 2, that effect is reported by the management room device 10, and a manager who manages the dwelling house can know the interruption of electricity supply to the dwelling house.
