PROBLEM TO BE SOLVED: To optimize a moving route of each moving body without using an expensive centralized control device. SOLUTION: The mobile body control system 1 comprises an own position specifying means 2 for specifying an own position of the mobile body, a mobile body detecting means 3 for detecting a presence of other mobile body, an encounter repeated area setting means 4 for setting an encounter repeated area indicating a place where the mobile bodies encounter frequently based on information relating to the own position obtained when the mobile body is driven and information on the presence of the other mobile body, and an action plan generating means 5 for generating an action plan of the mobile body based on the encounter repeated area set by the encounter repeated area setting means.
