PROBLEM TO BE SOLVED: To provide a device for controlling that is contributable to precise driving control of an internal combustion engine, by preventing erroneous estimation. SOLUTION: A lower limit clip value ALCest_eOCL is formed based on an E0 assumption alcohol concentration estimate value ALCest_e0 arithmetically operated by assuming that the whole is an oil kind of the low concentration, and an upper limit clip value ALCest_e85CL is formed based on the E0 assumption alcohol concentration estimate value ALCest_e0 arithmetically operated by assuming that the whole is an oil kind of the high concentration, to be set as the upper and lower limit clip values of an alcohol concentration estimate value ALCest estimated based on a measured value of the air-fuel ratio.
