An apparatus and a method for breaking the power are provided to break a load power or give an alarm by predicting fire possibility when the contact of an electric wire or outlet is trouble. A switch(20) is installed in a power circuit breaker(10) to switch the load power supply. A detection circuit(C1) detects and amplifies a spark waveform and a leakage waveform. A converting circuit(C2) converts the signal received from the detection circuit into a digital signal. A central processing unit(C3) outputs the signal from the converting circuit to a determining circuit. A comparator(C4) compares the signal inputted to the central processing unit with the prediction program. The determining circuit(C5) generates the alarm according to the comparison result of the comparator. An alarm circuit(C6) generates the alarm through a speaker and turns on an LED(Light Emitting Diode) lamp. A circuit breaker(C7) cuts off the load power according to a risk signal.
