An apparatus and a method for a bias modulator using a zero current switching are provided to control a ZCS(Zero Current Switching) signal by calculating the ZCR timing according to the voltage of an output signal. A base band signal generator(200) generates an I signal and a Q signal. A base band signal controller(202) extracts the envelope of the I and Q signals. A high frequency modulator(218) modulates a base band signal of the base band signal generator to an RF signal. The high frequency modulator outputs the modulated signal to the power amplifier. A power amplifier(220) outputs the RF signal of the high power by amplifying the RF signal. A bias modulator(204) includes a PWM(Pulse Width Modulator) signal generator, a PWM/ZCS converter, an ATC(Adaptive Timing Control) block, a switch driver, a ZCS switching regulator, a linear amplifier.
