A piping insulation cover and a construction method thereof are provided to block the heat flow or emission through the piping and to improving the thermal ability of the piping. A piping insulation cover comprises an insulation layer, an air jacket, and a coated layer(13). The insulation layer is adhered to the outer surface of a piping(1). The air jacket is interposed inside the insulation layer and has a hollow part(23). The coated layer surrounds the insulation layer. An inner insulation layer(11) and an external heat insulation layer(12) are included in the insulation layer. The inner insulation layer contacts the exterior surface of the piping. The external heat insulation layer contacts the inner surface of the external heat insulation layer. The air jacket comprises an inner tube(21) and an outer tube(22). The inner tube is adhered at the outer circumference of the external heat insulation layer. The outer tube is adhered at the inner circumference of the external heat insulation layer. A plurality of spacers(26) is arranged between the inner tube and the outer tube.
