An apparatus for offering a traffic and route information service by using a base station cell discriminator and a method thereof are provided to grasp the location of a mobile terminal and then offer traffic information and road guide information around the terminal. A cell discriminator determining unit(111) determines the discriminator of a base station cell which is performing communication. A traffic information request unit(113) transmits a traffic information request message including the cell discriminator to an application unit. A traffic information receiver(114) receives road traffic information around the representative coordinates of the cell discriminator from the application unit. A display controller(116) displays the received road traffic information on a road map.
