A monitor camera system and a control method thereof under a bad condition capable of building the monitor camera system are provided to manage and build the monitor camera system by applying internal temperature management system. A charging circuit unit(130) charges a secondary battery(110) by using electrical energy. The charge circuit watches the size of the voltage flowed in the solar cell unit. The charge circuit transmits the monitored value to a central control unit. The charge circuit stops the charge of the secondary battery if the size of voltage is less than the specific value.
