An apparatus and a method for estimating a size of a map message in a broadband wireless communication system are provided to prevent resource use efficiency lowering due to size fixing of a map message. A map size estimator(606) estimates a size of a map message. A resource allocator(610) confirms a size of a usable burst assignment region according to a size estimation value of the map message. The resource allocator allocates bursts in the burst allocation region of the confirmed size. A priority decision device(604) determines priority between PDU(Packer Data Units) to be transmitted.
