A composition for preventing hair loss and promoting hair growth is provided to increase biosynthesis of collagen in scalp and suppress androgenic to scalp. A composition for preventing hair loss and promoting hair growth comprises: 1~5 weight% of concentrate having avocado fruit and elder fruit in a weight ratio of 1:3~3:1; and 10-50 weight% of matured solution of dictamni Radicis Cortx, dianthi Herba, Magnolia Bud, walnut tree, flower of the sweet false chamomile, four frame, the rhizoma of ivy, and horsetail.
