PROBLEM TO BE SOLVED: To provide a multicarrier communication base station apparatus and a subcarrier allocation method which achieve subcarrier allocation for improving throughput of the entire system and can ensure fairness furthermore for subcarrier allocation of mobile stations. SOLUTION: A multicarrier communication base station apparatus 1 includes a means for selecting a subcarrier of allocation object in each mobile station 2 based on transmission rate information, a means for calculating a reference value of transmission rate related to the subcarrier of allocation object in each mobile station 2 based on transmission rate information and then calculating an evaluation value of the difference between the reference value and the transmission rate of a subcarrier which is not an allocation object, and a means for determining the priority of a mobile station being allocated to each subcarrier based on an evaluation value calculated by the evaluation value calculation means.
