PROBLEM TO BE SOLVED: To reduce user's discomfort due to flicker phenomenon. SOLUTION: The above problem is solved by providing a voltage regulation calculating part 71 for calculating a voltage regulation based on the detection results of a voltmeter 11, a pattern setting part 72 for setting a phase control pattern based on the calculation results, and a switch control part 73 for conducting the phase control by turning on and off a switch 12 according to setting of the pattern setting part 72.
