<p><P>PROBLEM TO BE SOLVED: To provide a solidifying material which allows an increase in the using amount of chlorine-containing waste or the like as a clinker raw material, and is suitable for solidifying treatment for weak soil such as high water-containing soil and highly organic soil using cement clinker which can be fired at a temperature lower than before. <P>SOLUTION: Disclosed is the setting material comprising: (A) the pulverized matter of cement clinker having a fluorine content of 400 to 2,000 mg/kg, an SO<SB>3</SB>content of 0.5 to 2.5 mass% and a chlorine content of 50 to 250 mg/kg; and (B) gypsum.
