PROBLEM TO BE SOLVED: To solve the problem, wherein it is difficult to properly determine the existence of abnormality of switching elements SW0-SW4 which electrically connect some of battery cells B0-B3, constituting a battery pack 10, to a flying capacitor 12. SOLUTION: Switching elements SSa, SSb for electrically connecting the flying capacitor 12 to a voltage-detecting device 14 are set to ON state, and a rectangular wave signal RS is outputted to a resistor 28. The resistor 28 is connected to the battery pack 10 via a capacitor 38. In this case, if there is no abnormality in switching elements SW0-SW4, a voltage Va between the resistor 28 and the capacitor 38 is vibrated, with a peak value of the rectangular wave signal RS. In contrast, if at least one of the switching elements SW0-SW4 has an insulation failure abnormality, the peak value of the voltage Va is lowered. COPYRIGHT: (C)2009,JPO&INPIT |
