<P>PROBLEM TO BE SOLVED: To make it possible to not only reduce the data volume of an image but also easily present an area high in the degree of importance with high image quality. <P>SOLUTION: An area setting part 21 sets a plurality of layer areas different in area sizes to an image having resolution higher than a preset resolution by hierarchizing them. An image date extraction part 22 extracts image data from image data DVin on a layer area basis. An image data conversion part 23 down-converts image data DWa extracted on a layer area basis to the preset resolution. An encoding process and the like of the image data on a layer area basis after the down-converting are executed to be output from an output part 30. Since the image data are down-converted to the predetermined resolution, the data volume is reduced.
