<P>PROBLEM TO BE SOLVED: To provide a means for rejecting payment of an advertisement fee for an illegal affiliate advertisement. <P>SOLUTION: When an affiliate advertisement 21 provided on an affiliate site 20 on the Internet 6 is displayed by transmitting a Web site of an advertiser site 10 to a browser computer 3, a first acquisition program on a monitoring server 5 is executed, and an IP address of the browser computer 3, system assignment information indicative of cookie information assigned to the browser computer 3 by a system, a referrer indicative of information on a site the browser computer 3 has browsed just before, and a session ID, and stored in a storage part of the monitoring server 5.
