PROBLEM TO BE SOLVED: To provide an earth anchor with a rotary blade and a method of constructing the earth anchor. SOLUTION: The blade 1 is joined to a frame through a rotating shaft 4 perpendicular to the side part of the frame so as to hold the blade by the side part of the frame on the opposite side of the vertical part of the frame 3 for rotating. Where the length of the blade from the rotating shaft when the blade is closed is a on the end side of the earth anchor 2 with a rotary blade, and b on the opposite side, a<b. Blade stops 13, 14 are attached to the upper part or the lower part of the frame to stop the rotation of the blade when the blade is rotated to a position generally 90°relative to the frame so that, even when the blade is closed, the blade with the length b can maintain a predetermined angleθrelative to the frame by the blade stops and is not rotated in the closing direction. A steel wire 5 is attached to the vertical part of the frame, and intruded into a ground after a hole is formed or directly using a tool 17. After the wire reaches to a predetermined position, the claw 8 of the tool is removed from the claw hole of the frame, the tool is rotated about the frame, a tension is applied to the steel wire, and the blade is rotated until it touches the blade stops.
