PROBLEM TO BE SOLVED: To provide a vehicular occupant protection system and a vehicular occupant protection control device, effectively informing the high-speed movement of a seat back. SOLUTION: The vehicular occupant protection system is provided with: a collision predicting means for predicting collision; and a control means for controlling the operation of an actuator changing seat back posture between a basic posture preparing against collision and a reclining posture oscillated in the direction of a flat posture from the basic posture. When a collision prediction is outputted, the actuator is operated in an impact behavior mode giving an impact to a seated person in the seat back through the seat back, then the seat back is returned to the basic posture at high speed in an urgent returning mode giving the seat back a different behavior from the impact behavior mode.
