<p><P>PROBLEM TO BE SOLVED: To provide an update area detecting device capable of precisely detecting an update area after motion compensation with high precision. <P>SOLUTION: A moving area detecting means 122 detects a moving area by comparing a current frame with a last frame. A motion compensating means 123 copies the detected moving area to a position after movement on the last frame. An update area detection area setting means 124 sets respective divided areas, obtained by dividing the screen by the upper end and lower end of the moving area after the movement, as update area detection areas.
