<p><P>PROBLEM TO BE SOLVED: To provide a frame relay apparatus capable of discriminating communication in a sub-network from communication between sub-networks while preventing an increase in cost required for constituting a network. <P>SOLUTION: A flooding processing unit 131 adds a flag "0" to a frame to be flooded in the same sub-network as that of the transmission source of the frame, and adds a flag "1" to a frame to be flooded over the sub-network. A flag determination unit 132 outputs the frame added with the flag "0" to a transmission source registration unit 126-1, and outputs the frame added with the flag "1" to a band control unit 124-2. A transmission source registration unit 126-1 causes a learning table 127-1 to learn the correlation between the transmission source address of a frame and an input port together with the flag "0".
