PROBLEM TO BE SOLVED: To provide a non-regenerative wireless relay device which reduces interference to wireless terminals or other wireless communication systems, when non-regenerative wireless signal relay technologies which relay signals, without demodulating received wireless signals, a wireless communication system and a wireless signal relay method. SOLUTION: The non-regenerative wireless relay device 10 has a target statistics calculator 108, which calculates the statistics of received wireless signals; a relay target storage part 111 which stores statistical characteristics that are provided to relay target wireless signals and determined, corresponding to communication paths from a wireless transmitting and receiving device to a wireless transmitting and receiving device that is a communication destination; and a relay availability determination part 109, which determines whether the calculated statistics have statistical characteristics stored in a statistical characteristics storage part and determines to relay received wireless signal, when the statistics have the statistical characteristics stored in the storage part. The statistics used for the wireless communication system are of secondary or higher statistics (i.e., autocorrelation periodic self-correlation values) that are calculated, based on wireless signals.
