PROBLEM TO BE SOLVED: To provide a water-based resin composition which contains a volatile organic compound in a reduced content and is good in film forming property at a low temperature and from which a coating film excellent in hardness, water resistance, glossiness or the like can be formed. SOLUTION: The water-based resin composition contains, as essential ingredient, emulsion particles each having a multi-layer structure composed of at least three layers. Each emulsion particle contains an intermediate layer, an outer layer provided on the outside of the intermediate layer and an inner layer provided on the inside of the intermediate layer. The intermediate layer has a glass transition temperature higher than that of the outer layer, and the constitutive units of a polymer constituting the intermediate layer are different from those of a polymer constituting the inner layer.
