PROBLEM TO BE SOLVED: To surely transmit data to a relay, and to surely prevent loss of data. SOLUTION: A transmission situation monitoring section 6, provided in a gateway device 4, monitors the transmission situation of each frame in a buffer 5 of a network 3. A transmission timing determining section 7 determines the transmission timing of each frame to the network 3 from the transmission situation. A transmitting section 8 transmits the transmission timing to a network 2 which is different from the network 3.
