PROBLEM TO BE SOLVED: To provide a toner improved in both of storage durability and fixability, and to provide a method of manufacturing the toner, a two-component developer, a developing device and an image forming apparatus. SOLUTION: The toner includes irregular core particles and a shell layer formed on the core particle surface. The core particle contains at least an amorphous polyester resin, a colorant and a release agent. The shell layer is formed as a film on the core particle surface. The shell layer has a portion having a thickness of from 0.05μm to 0.5μm, by at least 80% of the surface area, in which a portion having a large thickness of the shell layer is formed to have an average thickness twice or more an average thickness in a portion having a small thickness of the shell layer.
