PROBLEM TO BE SOLVED: To make a device compact as a whole and to easily discriminate whether a hinge part of a toilet seat or a toilet lid is in a locked state or is in a detachable state (unlocked state). SOLUTION: The device includes a shaft rod 20 provided at a toilet bowl body 2 and an operation member 30 in a circular crown shape swingably supported by a bracket 8 for hinging the toilet seat or the like. The shaft rod 20 includes a projecting shaft part 26 projecting from the toilet bowl body 2, and the operation member 30 has a first position to be in the locked state at which falling is prevented by the projecting shaft part 26 of the shaft rod 20 and a second position to be in a detachable state at which falling prevention by the projecting shaft part 26 of the shaft rod 20 is released. While the shaft rod 20 and the operation member 30 are concentrically aligned at the first position, the shaft rod 20 and the operation member 30 are eccentric and non-aligned at the second position.
