PROBLEM TO BE SOLVED: To specify a cause of game abnormality by allowing a game player to confirm the game abnormality generated on a game machine when exchanging game media for prizes, suppress the fraud by informing the positive monitoring of a fraud to the player and also compensate a player for the loss sustained by the game abnormality. SOLUTION: The exchange management system for exchanging the game media for prizes includes: counter devices 10 which are installed for each game machine 100 and output issue signals when issuing IC token 60; a management device 50 which determines the game abnormality based on game data from game machines 100, classifies the game abnormality determined during the input of the issue signal for each game machine 100, at an input time unit, and stores and manages them as abnormality data; and a POS terminal device 40 which reads the game machine and issue time recorded in the IC token 60, outputs them and displays the abnormal data when exchanging the game media for the prizes.
