Provided is a light shield control device which can control light shield or transmission in accordance with the light incident angle. Moreover, provided is a window blind which can be controlled to introduce the sunlight but cuts off an eyeshot or cuts off the sunlight but allows an eyeshot in accordance with the angle of the sunlight. The light shield control device includes a first light shield member and a second light shield member which are arranged at an interval. The first light shield member has an opening portion and a light shield portion while the second light shield member has a plurality of transmission/light cut-off regions which can be controlled to a transmission state and a light shield state by a second control unit, thereby controlling the light transmission or cut-off in accordance with the angle of the light transmitting through the opening portion of the first light shield member.
