PROBLEM TO BE SOLVED: To provide a cutter smoothly carrying a web with a simple structure. SOLUTION: The cutter includes: a cutting cylinder 10 having a cutting blade 22; a rest cylinder 11 provided oppositely to the cutting cylinder 10 across a web conveyance path K in which a web W is carried and having a blade rest 31; and a vent means 12 for venting from both sides of the web W being carried along the web conveyance path K and also venting from the upstream of the cutting cylinder 10 and the rest cylinder 11 of the path K to an area between the cylinders 10 and 11.
