PROBLEM TO BE SOLVED: To prevent the occurrence of hunting in a determination result of whether or not an engine is in an idling state. SOLUTION: An idling determination part 8106 of ECU 8000 determines that the engine is not in the idling state if throttle opening is not less than a first threshold TA(1), and determines that the engine is in the idling state if the throttle opening is not greater than a second threshold TA(2) or smaller. A target value setting part 8108, sets a target throttle opening TAT according to an accelerator opening and an engine rotation speed NE. A restriction part 8110 restricts the throttle opening so as to keep the target throttle opening TAT not less than the first threshold TA(1) and not greater than the second threshold TA(2) if fluctuation quantity of the accelerator opening is not greater than a predetermined value.
