<p><P>PROBLEM TO BE SOLVED: To surely make a packet arrive at any end host with the same packet arrival probability to all end hosts included in an end host group. <P>SOLUTION: A receiving part 22 receives a packet. A storing part 24 stores the number of terminals that can be a transmission destination of a packet while distinguishing under which packet transfer device the number of terminals is. A control part 23 selects one packet transfer device or one terminal to be a packet transmission destination so that all of the terminals can be selected with the same probability on the basis of the number of the terminals.
