PROBLEM TO BE SOLVED: To efficiently realize more highly efficient information compression.

SOLUTION: A control unit 212 of an image information encoding apparatus 200 sets quantization accuracy based on acquired quality information, a quantization step size supply unit 213 determines a quantization step width based on a control signal supplied from the control unit 212, and a quantization unit 203 quantizes a coefficient of transformation with the quantization step width determined by the quantization step size supply unit 213. The quantized coefficient of transformation is supplied to an encoding unit 204. An encoding table supply unit 214 selects an optimal encoding table based on the control signal supplied from the control unit 212, and the encoding unit 204 uses the encoding table supplied from the encoding table supply unit 214 to encode the quantized coefficient of transformation. The invention may be applicable to image information encoding apparatuses and image information decoding apparatuses.
