PROBLEM TO BE SOLVED: To perform priority control of an Ethernet (R) frame. SOLUTION: A transmitting-side priority control apparatus defines 1 bit in priority control information of 1 Byte (8 bits) as a priority control enable bit for defining validity/invalidity of priority control, adds the priority control information to the head of a frame, and transmits the frame. A receiving-side priority control apparatus receives the frame, confirms whether the priority control information is added to the head of the frame, confirms whether the priority control enable bit is defined as valid when the priority control information is added to the head of the frame, and performs priority control of the frame when the priority control enable bit is defined as valid.
