PROBLEM TO BE SOLVED: To provide a floor-supporting and vibration-absorbing implement which makes floor-impact-sound insulation performance good and which can also be applied to a low floor, and a floor structure. SOLUTION: A retainer member 28 is attached to a supporting bolt 22. The retainer member 28 is equipped with a bottomed cylinder-like storage portion 28B and a flange portion 28A which is formed at the outer edge of the storage portion 28B; and a storage space 28R is constituted inside the storage portion 28B. The storage space 28R is opened toward the side of a floor slab 12. The retainer member 28 is arranged in such a manner that a bottom side is directed to the side of a substrate panel 14A; the storage portion 28B is housed in the storage hole 15A; and the flange portion 28A is mounted on the undersurface of the substrate panel 14A.
