<P>PROBLEM TO BE SOLVED: To provide an electronic approval workflow system appropriately and simply deciding a person who approves a matter related to a plurality of departments or skills. <P>SOLUTION: The electronic approval workflow system stores the degree of importance for each department on the basis of the reason for proposing a plan or the reason for rejecting it. According to the degree of importance for each department, the degree of importance of a matter to be approved is determined and a department to which an approver belongs is determined. Moreover, according to the degree of importance of the matter to be approved, a rank that the approver belongs to is acquired.
