PROBLEM TO BE SOLVED: To make a perpendicular magnetic recording medium improved in the forming accuracy of discrete tracks, excellent in floating property and high in track density. SOLUTION: The perpendicular magnetic recording medium 1 is provided with a soft magnetic substrate 11, an intermediate layer 12, a first recording layer 13 composed of non-magnetic grain boundary principally consisting of crystal particles having magnetism and oxides surrounding them, and a second recording layer 14 which principally consists of Co, includes boron or phosphorus and germanium, and does not contain the oxide, on a non-magnetic substrate 10. The perpendicular magnetic recording medium 1 includes a recording track part 18 recording information, and a guard band part 17 provided between adjacent recording tracks. Width (d) of the guard band part 17 is 30 nm or less. Also, the film thickness t<SB>3</SB>of the second recording layer 14 of the guard band part 17 is smaller than t<SB>2</SB>of the recording track part 18, and the difference between sum (t<SB>1</SB>+t<SB>2</SB>) of thickness of the first recording layer 13 of the recording track part 18 and the thickness t<SB>2</SB>of the second recording layer and (t<SB>1</SB>+t<SB>3</SB>) of the guard band part 17 is defined as 5 nm to t<SB>2</SB>.
