PROBLEM TO BE SOLVED: To provide an external preparation for decreasing fat and a fat decreasing apparatus, both locally decreasing fat by a simple means such as sticking/coating, etc. SOLUTION: The external preparation for decreasing fat contains at least one of lipolysis components such as capsaicin, its homologues, its derivatives, or a nonylic acid vanillylamide and of adipogenesis suppressive components. The external preparation includes an agent drug including a base material and a drug layer which is formed on the base material, contacts with skin, and includes a lipolysis component and/or an adipogenesis suppressive component. The base material can include a material capable of transmitting ultrasonic sound, a perforate or a large number of small openings, and an ultrasonic acoustic binder which makes ultrasonic wave impregnated into the base material to be transmissive. When the drug layer of the attachable external preparation contacts with a skin or is applied to the skin as a coated external preparation containing a lipolysis component and/or an adipogenesis suppression component, a physical stimulus granting means imparting physical irritation from the body surface can be used at the same time.
