<p><P>PROBLEM TO BE SOLVED: To provide a seat belt device and an occupant restraining method capable of reducing a load onto the occupant's chest produced when a vehicle is rapidly decelerated. <P>SOLUTION: The seat belt device restrains the occupant C in a vehicle seat 1, and includes a web 2 arranged so as to pull out over a shoulder of the occupant C, a retractor 3 for winding and rewinding the web 2, a belt anchor 4 for securing the tip end of the web 2 at a position below the waist of the occupant C, and a belt holder 5 arranged on the side face of the vehicle seat 1 on the opposite side of the web 2. The belt holder 5 has a belt arm part 51 for stopping the web 2, and a body part 52 for slidably holding the belt arm part 51.
