PROBLEM TO BE SOLVED: To detect the setting of a measuring means attached for enhancing the accuracy of punched hole positions of a paper punch without actually passing paper sheets, and to check the operation. SOLUTION: A paper sheet conveying device having a conveying roller for conveying paper sheets comprises a measurement area R in which a CIS 201 for measuring the position of a side end of a paper sheet conveyed by the conveying roller measures the position, a shielding plate 202 for shielding an object to be read by projecting an end into the measuring area R, and a CPU for determining whether or not the CIS 201 is installed based on acceptance/rejection of measurement at the end position of the shielding plate 202 in the measurement area R.
