PROBLEM TO BE SOLVED: To establish the synchronization of bit positions between a transmitter and a receiver only in a circuit in the receiver. SOLUTION: The transmitter 10 has a quantum unit 100 for modulating an optical pulse string on the basis of information of a first bit string and a second bit string, the bit positions of which are relatively determined, the receiver 20 has a quantum unit 200 for receiving the modulated optical pulse string from the transmitter 10 and detecting a fourth bit string by modulating the received optical pulse string on the basis of information of a third bit string, the bit position of which is relatively determined with respect to the first bit string and the second bit string, a collation circuit 240 for retrieving a position where the recognition of the bit positions between the transmitter 10 and the receiver 20 coincides from the detection result, and a key generation control part 210 for shifting the information of the third bit string by one bit at a time until the recognition of the bit positions between transmitter 10 and the receiver 20 coincides, and the quantum unit 200 performs second modulation of the optical pulse string by using the shifted third bit string.
