PROBLEM TO BE SOLVED: To efficiently and automatically arrange a plurality of fields within a limited picture range without generating any waste. SOLUTION: In the case of generating a picture configured by arranging lines with the prescribed number of digits in parallel, a field in which the display priority of each field and the presence/absence of continuous designation are set as attributes is read from a table, and whether or not the field is stored within the number of digits of a line buffer for one line of the picture is decided. When the decision result is positive, the field is stored in the line buffer. When the decision result is negative, whether or not the continuous designation of the field is present is decided, and when it is decided that the continuous designation of the field is absent, another field stored in the number of digits of the line buffer is retrieved, and the line buffer is made to additionally hold the field. When it is decided that the continuous designation of the field which is not stored in the number of digits is present, or when any field which is not stored in the number of digits is not found out even after retrieval, the field stored in the line buffer is output as the line of the picture, and the line buffer is cleared, and the field which is not stored in the number of digits is held and line feeding is carried out.
