PROBLEM TO BE SOLVED: To provide a packaging bag capable of reducing time and effort for fitting pitches of both surface and back surface films, decrease in handling properties of a raw material film at the time of bag manufacturing accompanied with forming a suction hole, adhesion and accumulation of a sealant material on a seal bar, and decrease in appearance caused by a mark of the suction hole left on a thermal fusion part for sealing. SOLUTION: A zipper 7 enabling to open and close a storing part 9a on the surface film 1 side is provided. Under a condition that this zipper 7 is closed, when the surface film 1 is sucked by a suction board and is pulled outward, and the back surface film 3 is sucked by the suction board and is pulled outward, the storing part 9a of the back surface film 3 side can be opened. Under a condition that the zipper 7 is opened, when the surface film 1 is sucked by the suction board and is pulled outward, and a partitioning film 2 is sucked by the suction board and is pulled outward through the suction hole 8 from the back surface film 3 side, the storing part 9a on the surface film 1 side can be opened.
