PROBLEM TO BE SOLVED: To provide a liquid transfer pump capable of continuously transferring at a constant flow rate without breaking particles in a high-viscosity liquid such as chocolate or asphalt, and capable of reducing vibration, and excellent in durability. SOLUTION: The liquid transfer pump is provided with a rotating spindle, a rotor disposed on an end of the spindle and rotating with the spindle, a casing, and an inner cylinder disposed between the rotor and the casing and having a rotating shaft eccentric with respect to the spindle. A partition member is provided on one portion of an outer peripheral surface of the rotor in the axial direction, and the partition member is fitted to the inner cylinder, and thereby, a space formed by the casing and the inner cylinder and the rotor is partitioned into a positive pressure part and a negative pressure part, the partition member pushes the inner cylinder when the spindle is rotated, and the inner cylinder and the rotor are rotated around the eccentric rotating shaft without reciprocating movement, and the volumes of the positive pressure part and the negative pressure part are varied, and thereby, the liquid is sucked into the negative pressure part, and the pressure of the liquid is raised, and the liquid is delivered from the positive pressure part.
