PROBLEM TO BE SOLVED: To provide an igniter for an internal combustion engine having a lock preventing circuit, excellently operable, even if reset of timer output is caused due to momentary power failure of a circuit power source, while being a small shape in the same degree as a conventional shape. SOLUTION: This igniter has an input terminal 2 for inputting a timing signal IGT, a lock preventing circuit 4 having a timer part 42-44 for turning on a timer signal ST when the timing signal IGT continues for a predetermined lock preventing time, a timer signal holding part 46 outputting and holding a set signal SS by ON of the timer signal ST and outputting and holding a predetermined time set signal SS after turning off the timer signal ST and a latch part 45 outputting and holding a lock preventing signal SP by ON of the set signal SS, a drive circuit (a NOR circuit 5) for turning on and off a current-carrying signal SC by the timing signal IGT and the lock preventing signal SP, and a current-carrying control circuit IGBT6 for controlling current-carrying of an ignition coil by ON/OFF of the current-carrying signal SC.
