PROBLEM TO BE SOLVED: To provide a chromium-free metal surface treatment agent having excellent crosslinking properties, and further, having excellent fingerprint resistance and corrosion resistance even upon low temperature-short time drying; to provide a treatment method for a galvanized or galvannealed steel sheet by the metal surface treatment agent; and to provide a treated steel sheet. SOLUTION: The metal surface treatment agent contains: acrylic emulsion having a group which is allowed to react with an aldehyde group; polyaldehyde; silica particles; and at least one kind of metal compound selected from Ti, Zr and V, and, if required, a silane coupling agent.
