<p><P>PROBLEM TO BE SOLVED: To support preparation of a document having contents such that operation restriction suitable for an intended disclosure range is set, in a system set with the operation restriction according to the document contents. <P>SOLUTION: A document analysis result storage part 120 stores a characteristic amount of the document extracted by decomposing the document into character strings that are constituent elements of the document and analyzing them. A policy setting rule storage part 150 stores a policy setting rule expressed by a set of a conformity condition related to the characteristic amount of the document and operation restriction information expressing the restriction of operation to the document satisfying the conformity condition. A policy application analysis part 130 decides whether the conformity condition of the policy setting rule is satisfied by use of the characteristic amount of the target document inside the document analysis result storage part 120.
